From this vantage point, the problem appears to be one of execution. If agencies were better staffed, if processes were streamlined, or if timelines were enforced more rigorously, outcomes would improve.
This explanation is appealing because it is actionable. It suggests that the process, as currently designed, is structurally sound and operationally constrained in how it is executed.
What it does not do is explain why projects so often encounter issues after they have already advanced, why requirements emerge in stages rather than at the outset, or why prior analysis does not reliably translate into faster or more predictable outcomes on subsequent work. These are not marginal issues. They are recurring characteristics of how projects move through the process.
To understand them, it is necessary to examine a more basic assumption: that the process begins with a coherent understanding of the land it is evaluating.
In practice, it does not.
There is no single environment within which the full set of conditions affecting a parcel—land use designations, withdrawals, existing rights, environmental constraints, prior authorizations, and applicable policy—are assembled into a unified and accessible form. From the outside, this appears as delay. Within the process, it reflects the point at which a critical piece of information entered the analysis.
This type of outcome is often treated as an exception, attributed to data gaps or oversight. A more accurate interpretation is that it is consistent with how the process operates. When understanding is constructed incrementally, constraints will be identified incrementally. When those constraints are identified after a project has progressed, their impact is amplified.
