What types of projects does Landica work on?

Projects that require access to or authorization on public land.

We work across the full lifecycle of land-dependent projects. That includes new authorizations (infrastructure, utilities, energy, communications, housing, and resource development), as well as post-authorization work and land tenure strategy.

Post-authorization includes amendments, renewals, assignments, compliance, and issue resolution. Land tenure work includes acquisitions, exchanges, disposals, and long-term land positioning.

If your project involves public land at any stage—getting in, staying in, or changing how it’s held—we’re relevant.

Do you only work on federal land?

Federal land is our core focus, but we handle the full jurisdictional picture.

Our deepest expertise is in federal land because that’s where the complexity is highest. But projects don’t exist in isolation. Most involve overlapping layers—state, county, municipal, utilities, and sometimes private land.

We don’t treat those as separate tracks. We evaluate how they interact, because that’s what actually determines feasibility, permitting strategy, and risk. Federal land may drive the process, but the surrounding jurisdictions often shape the outcome.

At what stage should we engage Landica?

As early as possible—before design is locked and before submission.

The most value comes before a project is fully defined. Once design, engineering, and siting decisions are locked in, you’re reacting to constraints as they show up during permitting.

If you engage earlier, we can evaluate the site, surface constraints, and shape the project around what actually works. That reduces redesign, avoids dead ends, and keeps timelines from stretching unnecessarily.

We can step in mid-process if needed, but at that point the work is usually corrective. Early engagement is where you stay in control.

How do we know if our project is a good fit?

If your project touches public land and you don’t have full clarity on feasibility, risk, or process.

Your project is a fit if it requires access to public land, an authorization, or ongoing coordination with an agency. That includes early feasibility, active permitting, post-authorization work, and land tenure decisions.

If you don’t have a clear understanding of what constraints apply, what risks exist, or how the process will unfold, we can help.

If the project is already approved, built, and not changing, there is usually no need for us.

What does Landica actually do?

We handle feasibility, permitting, post-authorization, and land tenure strategy for projects on public land.

We work across the full lifecycle of land-dependent projects.

On the front end, we evaluate feasibility by identifying what applies to a site, what constraints exist, and what risks need to be addressed.

From there, we can run the permitting process—preparing and submitting applications, coordinating with agencies, managing review, and driving the project through to a decision.

After authorization, we support amendments, renewals, assignments, compliance, and issue resolution.

We also advise on land tenure strategy, including acquisitions, exchanges, disposals, and long-term positioning.

This is not just analysis. We execute the work required to move projects forward and keep them in good standing over time.

Do you guarantee approvals?

No.

No one can guarantee an approval. The outcome depends on the project, the site, applicable constraints, and agency decision-making.

What we do is reduce the likelihood of issues being discovered late. We identify constraints early, align the project with what is actually feasible, and actively manage the process to avoid unnecessary delays.

That improves the probability of a successful outcome, but it does not eliminate uncertainty.

Are you a software company or a consulting firm?

We are an advisory and execution firm building software to support the work.

Today, we operate as an advisory and execution partner. We evaluate feasibility, run the permitting process, support post-authorization work, and advise on land tenure strategy.

At the same time, we are building software to improve how this work is done. The goal is to better structure land data, surface constraints earlier, and make the process more predictable.

Right now, clients engage us for the work itself. The software is being developed to enhance how we deliver that work over time, not to replace it.

How are you different from a traditional permitting consultant?

We are former agency insiders who actively manage the process, not just submit applications.

Most permitting consultants focus on drafting an application, submitting it, and responding when the agency comes back with comments.

Drafting an application is not the hard part.

The difficulty is knowing how the system actually works—how decisions are made, how different disciplines interact, what issues will surface, and how to move a project through review without it stalling.

We have direct experience inside the system. We understand how agencies operate, how reviewers think, and where projects typically break down.

That changes how we work. We don’t submit and wait. We actively manage the process, coordinate across disciplines, and stay engaged to keep the project moving.

What does your process look like?

Feasibility, strategy, application, and active management through approval and beyond.

We start with feasibility. We evaluate the project to determine what applies to the site and identify any constraints or risks.

If risks are identified, we coordinate with the client to mitigate them or define alternative approaches before moving forward.

From there, we draft and submit the application as the applicant’s Authorized Agent. We coordinate directly with the agencies, manage the review process, and address requirements as they arise.

After approval, we can remain involved to support amendments, renewals, assignments, compliance, and other post-authorization needs.

How involved does our team need to be?

You stay involved in decisions. We handle the work.

We operate as the applicant’s Authorized Agent, which means we handle the day-to-day work—feasibility analysis, application preparation, coordination with agencies, and managing the review process.

Your team is involved where decisions are required—project direction, risk tolerance, and key approvals—but you are not responsible for managing the process or navigating agency requirements.

We keep you informed and aligned, but we take on the responsibility of moving the project forward.

What happens in the first 30 days?

We assess feasibility, identify risks, and determine how the project should move forward.

The first phase is focused on feasibility.

We review the project location against land status, planning decisions, existing rights, and known constraints to determine what applies. This is where most of the risk is identified.

If issues come up, we work with you to either mitigate them or define alternative approaches before more time and capital are committed.

By the end of this phase, you should have a clear understanding of whether the project makes sense to pursue and what the path forward looks like.

Do you require an upfront deposit?

Work begins once the initial milestone is funded. The deposit is tied to the first phase of work, typically feasibility or project initiation.

Subsequent payments are tied to defined milestones as the project progresses.

How do you price your services?

This typically starts with feasibility, then moves into application preparation and submission, followed by active management through the permitting process. Post-authorization work is scoped separately as needed.

What determines the cost of a project?

How long does a typical project take?

Why wouldn’t we just go directly to the agency?

Because the agency evaluates your project—it doesn’t prepare or de-risk it for you.

You can go directly to the agency, and many applicants do.

The agency’s role is to review what you submit, apply applicable requirements, and make a decision. It is not responsible for identifying all risks upfront, structuring your project, or ensuring it is positioned to move efficiently through the process.

Without that upfront work, issues are typically identified during review. That leads to additional requirements, redesign, and longer timelines.

We handle that work before and during the process. We identify what applies, structure the project accordingly, and actively manage coordination with the agency so the project moves forward with fewer surprises.

Why wouldn’t we just use a local consultant?

Local consultants prepare applications. We navigate the system and manage the process.

Local consultants can be useful, especially for site-specific work or supporting studies.

Most are focused on preparing application materials and responding to agency comments as they come up.

Our role is different. We bring direct experience from inside the system, which changes how we approach the work. We understand how agencies operate, how decisions are made, and where projects typically run into issues.

We also act as the applicant’s Authorized Agent, actively managing the process, coordinating with agencies, and keeping the project moving.

In many cases, we work alongside local consultants. They handle technical inputs. We handle strategy, process, and execution.

Is this overkill for our project?

If your project has real permitting risk, no.

If your project involves public land, agency approval, or multiple constraints, the risk is already there whether you address it early or not.

Most projects don’t run into issues because too much work was done upfront. They run into issues because key constraints were identified late, after design, engineering, and capital have already been committed.

If your project is simple, low-risk, and fully understood, you may not need this level of support.

If there is uncertainty around feasibility, process, or risk, addressing it early is not overkill. It is what prevents delays, rework, and avoidable cost later.
